Austria retirement visa: the settlement permit requirements (2026)

Quick answer

The Austria retirement visa is, in law, the settlement permit except gainful employment (§ 44 NAG). In 2026 you need a quota place, net income of at least €2,616.78 a month (couples €4,128.24), more if regular costs such as rent exceed €386.43 (migration.gv.at, § 11 (5) NAG), German A1, a home and all-risk health insurance that pays in Austria. There is no age limit; work is not allowed; the fee is €218.

50–64: €222/month (1-year minimum term, AVB § 3)65–74: €510/month (1-year minimum term, AVB § 3)Under 50: €155/month (1-year minimum term, AVB § 3)

The chips show the unlimited Care Austria Standard tariff at 2026 prices, and these unlimited Standard prices rise from 2028 under the policy terms. Ordinary cancellation is possible only after 1 year, then only to 31 December with 1 month’s notice (AVB § 3). For 65–74 there is also a 364-day version at €219/month (364-day tariff, extra MA 35 declaration). Your first price follows the calendar year your cover starts minus your year of birth; after that the band moves on 1 January of the year you turn 50 (unlimited Standard only) or 65. If you are older, ask Care Concept AG about the entry age.

Which route to Austria fits you as a retiree?

The route to Austria for a retiree depends on family links, not on age. A retiree with no family link to Austria uses the settlement permit except gainful employment (§ 44 NAG), while a parent whom an Austrian child actually supports can use the Angehöriger permit, which needs no quota place (§ 47 (3) NAG; migration.gv.at).

I have my own pension or income and no family link to Austria

This page covers your route, the settlement permit except gainful employment. It means a quota place, the double income test, German A1, housing, no work and your own all-risk insurance for the whole stay (private at first, with ÖGK self-insurance possible once you live here).

Start with the requirements and the quota.

My child lives in Austria and wants to bring me

If your child is Austrian and actually supports you, the route is the no-quota Angehöriger permit. If your Austrian child does not support you, you may possibly get the same permit as another relative (§ 47 (3) Z 3 NAG) if you already lived in your child’s household in your home country, or if serious health reasons make your child’s personal care essential; ask the authority. Otherwise it is this same settlement permit. If your child holds a non-EU permit, it is this same settlement permit too.

Does Austria have a retirement visa?

Austria does not have a retirement visa by that name. We found no permit called “retirement visa”, “pensioner visa” or “financially independent person visa”. The list of residence titles in the Settlement and Residence Act (NAG) contains none of these (§ 8 (1) NAG). What people mean when they search for an Austria retirement visa is the Niederlassungsbewilligung – ausgenommen Erwerbstätigkeit, which migration.gv.at translates as the “settlement permit – gainful employment excepted” (migration.gv.at). This permit, the Austria residence permit for financially independent persons, is for anyone who can live on their own regular income without working in Austria.

It is a residence permit, not a visa. If you need a visa to enter Austria, the visa D only gets you in to collect the card. The permit is also limited by an annual quota. And because you may not work, you are never insured through a job, so you need your own all-risk cover for the whole stay. That means private cover for the application, with ÖGK self-insurance possible once you live in Austria with the permit. The wider family of Austrian settlement permits is explained on Niederlassungsbewilligung explained; whether retiring in Austria suits your budget and plans is on retire in Austria.

What are the Austria retirement visa requirements in 2026?

The Austria retirement visa requirements in 2026 are a quota place, enough fixed and regular own income, German A1, a home in Austria and all-risk health insurance, and your stay must not conflict with public interests (§ 11 (2) 1 NAG). The table lists the requirements for the settlement permit without gainful employment in Austria with the 2026 values.

How much income does the Austria financially independent visa need?

For the Austria financially independent visa you need fixed, regular own income of twice the ASVG reference rate. In 2026 that is €2,616.78 a month for a single person and €4,128.24 for a married couple or registered partners, plus €403.76 for each child (migration.gv.at). These are base amounts, and you need more if regular costs such as rent exceed €386.43 a month (§ 11 (5) NAG). The law speaks of “fixed and regular” income (§ 44 NAG). In our reading, a state or company pension, an annuity or long-term rental income fits that description better than a one-off sale or a savings balance.

The law says own income is reduced by regular expenses, “insbesondere durch Mietbelastungen, Kreditbelastungen” (in particular rent and loan instalments), garnishments and maintenance paid to people outside your household (§ 11 (5) NAG). Up to €386.43 a month of these costs (2026; the value of the freie Station, free board, under § 292 (3) ASVG) is disregarded once, and only the part above it raises the income you need, so a high Vienna rent raises the bar. A sponsor’s liability declaration counts only for the part of their income above the attachment-protected minimum (§ 11 (5) NAG); we found no plain official statement that savings or a sponsor can replace your own income, so ask the authority before you build your application on either.

How does the quota for the settlement permit except gainful employment in Austria work?

The settlement permit except gainful employment is capped by a yearly quota: 385 places nationwide in 2025, family members included (NLV 2025); the places are “already reserved in the first minutes of the first working day” (City of Vienna). A spouse moving with you needs a second place (§ 46 NAG). Booking windows, provinces and the 2026 rule are on Niederlassungsbewilligung explained, and the embassies’ 2027 reservation-code and priority-booking dates are on settlement permit quota booking 2027.

How do you apply for the Austria settlement permit without gainful employment?

You apply for the Austrian settlement permit, as a rule, in person at the Austrian embassy or consulate responsible for where you live, before you enter Austria (§ 21 (1) NAG); nationals entitled to visa-free entry may instead file in Austria after lawful entry (§ 21 (2) Z 5 NAG), but that gives no right to stay beyond the visa-free period (§ 21 (6) NAG). Either way, the residence authority where you will live decides (in Vienna, MA 35; elsewhere the district authority or the city magistrate). First applications “shall be filed with the competent Austrian consular representation” (migration.gv.at). Take the steps in this order.

  1. 1
    Check the income test

Add up pensions, annuities, rental and investment income that arrive every month. Compare the total with the 2026 single or couple amount in the table below; regular costs such as rent and loan instalments count against it above a fixed allowance (see the income section).

  2. 2
    Watch the quota window

Check your embassy’s page well ahead; for example, Abuja’s 2027 reservation codes open on 2 November 2026, with one code per applicant.

  3. 3
    Learn German to A1

Take an A1 exam at a recognised provider; the certificate goes into the file.

  4. 4
Rent your home and arrange insurance

A rental contract or deed, and an insurance certificate showing all-risk cover that pays in Austria from the day you enter.

  5. 5
    File in person, wait, collect

As a rule, file at the Austrian embassy or consulate before you enter (visa-free nationals may file in Austria after lawful entry, but this gives no right to stay beyond the visa-free period). Decision within six months; then visa D if needed, and you collect the card in Austria.

For renewal, migration.gv.at says the permit is, as a rule, issued for one year. You renew it in Austria at the settlement authority, before it expires and at the earliest three months before (§ 24 NAG), and you must again meet the income, housing and insurance conditions (residence permit renewal). After two years and Module 1 of the Integration Agreement, a three-year permit is possible (migration.gv.at). The later step to permanent residence is Daueraufenthalt – EU.

Austria retirement visa for US citizens: where can you file?

US citizens use the same permit but may file it in Austria. As visa-free nationals they may file the settlement application in Austria after lawful entry, but the Austrian Embassy in Washington says this “does not create a right of residence beyond the visa-free period”. So you leave in time and wait abroad if the decision takes longer; stays of more than six months need the permit (bmeia.gv.at, Washington). Income, quota, A1 German and insurance rules are identical. Budget and life questions are on retire in Austria, and the move itself on moving to Austria from the US and from the UK.

Which health insurance does the Austrian gainful employment excepted visa need?

The Austrian gainful employment excepted visa needs all-risk health insurance that pays in Austria for the whole stay (§ 11 (2) 3 NAG); private insurance is sufficient if its scope matches Austrian statutory insurance, and travel insurance is not (oesterreich.gv.at). Because the permit excludes work, nobody insures you through a job. The full rule set is on health insurance for a residence permit; the table below compares the options a retiree actually has.

Care Concept AG is on Vienna's MA 35 list: unlimited Care Austria tariffs need no extra declaration, 364-day ones do (checked 30 October 2026). Cover cannot start before entry into Austria, must be bought before the trip or within one year of entry, and includes home-country stays of up to 28 days per insurance year (14 days if the first insurance year, which ends on 31 December, is shorter than 4 months) if you report each trip in writing before you leave; otherwise only 50 % of the maximum reimbursable costs are paid (AVB § 6). It ends when you leave Austria for good, or when you receive Daueraufenthalt EU or another unlimited residence permit (AVB § 6). If you have a pre-existing condition, ask Care Concept AG in writing before you apply. Every price by age is on Austria health insurance cost and the product itself on Care Austria.

As of October 2026 (checked 30 October 2026): base net income €2,616.78 single / €4,128.24 couple a month (migration.gv.at), plus regular costs above €386.43; fee €218; 2025 quota 385 places (NLV 2025); ÖGK self-insurance €565.25 a month (oesterreich.gv.at); Care Austria Standard unlimited €222 (50–64) / €510 (65–74) a month, minimum term 1 year (AVB § 3).

A worked example of a single retiree moving from Bengaluru to Vienna

Illustrative example: Priya, born 1966, a widowed former bank manager, lives on a company pension and rent from two flats in Bengaluru, together about €3,400 a month after tax. In 2026 she needs at least €2,616.78 as a single person, and the part of her Vienna rent above €386.43 a month will be counted against her income, so she picks a smaller flat. She passes A1 German in Bengaluru, watches her embassy’s page for the 2027 quota booking window and books her own appointment. She pays the €218 fee and, after approval, the €195 visa D.

For insurance, age is the calendar year minus the year of birth: Priya counts as 60 in 2026, so Care Austria Standard unlimited costs €222 a month, or €2,664 in the first year, with a one-year minimum term. From 1 January 2028 the policy terms raise it to €268. In 2031 she counts as 65 and moves to the 65–74 band. Its scheduled price from 1 January 2028 is €617 a month; check the then-current tariff before relying on that future amount. ÖGK self-insurance at €565.25 a month (2026) would only become possible once she lives in Austria with her permit, after a six-month waiting period unless waived. She asks Care Concept AG in writing about her thyroid medication before she applies.

Frequently asked questions

Is there a special Austria retirement visa for US citizens?

We found no separate Austria retirement visa for US citizens: they use the same settlement permit except gainful employment as every other non-EU retiree (§ 44 NAG). The difference is entry: as visa-free nationals they may file the application in Austria after lawful entry, but the Austrian Embassy in Washington warns that this “does not create a right of residence beyond the visa-free period” (bmeia.gv.at). More on the move itself: moving to Austria from the US.

Is there an age limit for the Austria retirement visa?

The settlement permit used as an Austria retirement visa has no age limit in law: § 44 NAG sets no minimum or maximum age and does not ask you to be retired; it asks for a quota place and fixed, regular own income of twice the ASVG reference rate (§ 44 NAG), plus German A1, housing and all-risk insurance. A 45-year-old living on rental income can apply just like a 70-year-old pensioner. Age matters for the private health insurance you need: Care Austria sets premiums by age band, and its maximum age for a new contract is not clearly stated in the documents we read — ask Care Concept AG before you apply.

Can I run an online business while holding the Austria retirement visa?

Running an online business on this permit is not something to rely on. The permit is a settlement permit “ausgenommen Erwerbstätigkeit” — gainful employment excepted — and migration.gv.at says it allows settlement “without access to the labour market” (migration.gv.at). Self-employment has its own title in the law, the plain Niederlassungsbewilligung (§ 8 (1) Z 4 NAG, RIS). If you want to keep working remotely, ask the residence authority before you apply; see also the Niederlassungsbewilligung variants.

How long does the decision on a retirement settlement permit take?

The decision on a retirement settlement permit takes at most six months: the authority must decide “not later than within six months after receipt” of the application (migration.gv.at). That is a legal maximum, not a typical time. Plan for it: your health insurance has to be in place from the day you enter Austria.

Does US Medicare or my home insurance count for the Austrian settlement permit?

US Medicare or home insurance counts only if it gives all-risk cover that pays in Austria (§ 11 (2) 3 NAG); private insurance is accepted when its scope matches Austrian statutory insurance (oesterreich.gv.at). Medicare itself says it usually doesn’t cover health care while you’re travelling outside the US, and travel insurance is not enough for a settlement permit. Ask your insurer for a written confirmation in German or English before you rely on it.

Can I switch to ÖGK self-insurance once I live in Austria on the settlement permit?

Yes, you can switch to ÖGK self-insurance once you live in Austria with a valid permit and meet the ÖGK conditions: ÖGK self-insurance costs €565.25 a month in 2026, and benefits in kind generally start only after a six-month waiting period unless you had statutory health insurance (in Austria, the EU/EEA or a treaty state whose agreement adds up insurance periods) for at least 26 weeks in the last 12 months or 6 weeks in a row just before (oesterreich.gv.at). It cannot be used for the first application. Keep your private cover until ÖGK benefits start: Vienna’s MA 35 says “if you have a waiting period, you must bridge it with private insurance” (wien.gv.at). If you switch from Care Austria, note its unlimited contracts can be cancelled ordinarily only after one year, then only to 31 December with one month’s notice (AVB § 3). Details: ÖGK self-insurance.
